Rio Blanco County commissioned Rosenfeld Design Group to assess the Fairfield Complex buildings’ condition and identify anticipated maintenance and capital needs (the Fairfield Apartments are part of the Fairfield Complex). The assessment is part of the County’s Strategic Plan, which calls for evaluating the County’s long-term role in the Fairfield facilities while considering fiscal impact, resident and community needs, and County capacity.
On October 7, 2026, Rio Blanco County hosted Community Work Session to discuss findings of the Rosenfeldt report and listen to community concerns. At the Work Session, outstanding questions were documented on a flip chart; these questions are posted below. A Rangely session was hosted on October 27.
Answers to Rio Blanco County questions will be posted as they become available.

Comment: YouTube videos consistently too hard to hear.
Response: Sound was loud on multiple devices tested by County staff (September 29 recording). Please try these troubleshooting suggestions:
- Turn volume all the way up in multiple places: on the lower left part of the YouTube screen inset, as well as the device you are using
- Try a different device
- Turn on closed captioning in YouTube. To turn on closed captioning, click the CC icon on the bottom right of the streaming image. If you don’t see this option, hover the cursor over the bottom right until the CC icon appears.
(YouTube captions may not be available in real time; they may be generated after the livestream)
Comment suggesting the County purchase a portable PA system
Suggestion that multiple screenings of the video be hosted
Response: Yes. Rio Blanco County has scheduled a rebroadcast of the Rosenfeld Facilities Assessment presentation for Thursday, November 12, 2026, at 2:00 p.m. in the Fairfield Center Ballroom (Chuckwagon).
This additional viewing opportunity is intended to accommodate individuals who may not have access to a computer, experienced difficulty hearing or viewing the presentation online, or would simply prefer to watch it in person. Closed captioning will be enabled to make the presentation more accessible.
Please note that this is a viewing opportunity only, not a public meeting or question-and-answer session. County staff will not be available to answer questions during the rebroadcast. The purpose is to provide another opportunity for community members to review the information presented to the Board of County Commissioners and MCCIC as the County continues evaluating options for the Fairfield property.
Statement that CSU has students who could do the assessment at no charge
Request to post MCCIC lease agreement
Response: See Transfer and Lease Documents
What would the Rosenfeldt report look like with an estimate of total cost?
Response: See Estimate of Costs
DOLA has grants for government owned housing repairs. Have we looked into these grants?
Response: Colorado Department of Local Affairs (DOLA): The County has been notified of a potential grant funding opportunity through DOLA and has requested a meeting with its regional representative to discuss whether this funding could assist with any of the immediate necessary repairs to the Fairfield facilities. The notice of funding opportunity was just released and is not presently available.
Since we now have a detailed facility assessment, one or more projects may qualify. Additional research will be necessary.
Did the Rosenfeldt report address ADA?
Response: Yes. See: 'Accessibility and ADA Considerations'on page 43 of the Rosenfeldt report.
What has Rio Blanco County budgeted – and spent- for the Fairfield Apartment maintenance over the past 5 years?

Why did RBC choose Rosenfeldt (scope, etc)?
Response: See Selection of Rosenfeld Design to Complete the Fairfield Assessment Project
What was the cost of the Rosenfeldt assessment?
Response: $98,150
Does RBC own properties or land it could sell to fund this?
Response: At this time, the County utilizes all of its buildings to house County operations and does not have any buildings identified as surplus property available for sale. The County also owns certain properties that were acquired from the Bureau of Land Management (BLM). These properties are subject to restrictions that prevent the County from selling them. While the properties could potentially be returned to the BLM, that is not currently under consideration.
Is this an appropriate use of CCTIF funds?
Because the Fairfield facilities operate as an enterprise fund, it is unclear whether County Capital Improvement Trust Fund (CCITF) dollars can be used for repairs. The County has requested that the Finance Director research this question and will also seek guidance from the County's auditor
and attorney to determine whether CCITF could be a potential funding source for repairs.
These questions address issues outside of Rio Blanco County's jurisdiction and scope; they are posted here for documentation purposes only.
