Permit Requirements
Any work performed within Rio Blanco County rights-of-way require a permit.
Road and Bridge Department permits include:
- Maintenance, Snow Plowing or Construction in County Road Rights-of-Way
- Minor Work in county Road Rights-of-Way
- Driveway (Access)
- Utility Installations in County Road Rights-of-Way

Installation of Utilities Permit
The Right-of-Way Utility Permit Application (PDF) is required for installations of utilities or facilities under road rights-of-way. A permit fee of $65 is required. A performance bond may also be required. Applicant must detail the type of installation, location, depth, method and work completion date along with accepting the terms and conditions of the permit.
Driveway Right-of-Way Access Permit
The Driveway Permit is required for installation of driveways or access from county rights-of-way. A permit fee of $65 is required. Applicant must give the exact location of proposed access and provide a detailed sketch on the application. Marking the proposed access area with flagging or lathe is also necessary for the inspector to approve the permit.
Primary concerns for access installations:
- Culvert necessity and size
- Driveway road base, width and angle
- Sight Distance
- Slope from the county road to the proposed access
Snow Removal Permit
A Private Snow Plowing of County Roads Permit Application (PDF) is required for individuals or companies to plow non-winter maintained county roads. Certain county roads are not maintained in the winter. Individuals are welcome to apply for a permit to plow these roads themselves. A permit fee of $250 is required along with a performance bond.
Private Maintenance of County Roads Permit
In order to facilitate the maintenance of a road that might not otherwise remain serviceable, the county may allow a private individual or company to maintain all or a portion of a county road by obtaining a Private Maintenance of County Roads Permit (PDF).
Private Construction of County Roads Permit
In order to facilitate improvements to a county road not planned or budgeted by the county, individuals or companies may apply to the county to perform the improvements themselves. In addition to completing the Private Construction of County Roads Permit Application (PDF), a permit fee of $500 is required along with a performance bond in an amount determined by a county representative.
Minor Right-of-Way Work Permit
Any work performed within a county road right-of-way that does not qualify for any of the other Road and Bridge Department permits and does not involve extensive work may fall under the Minor Right-of-Way Work Permit (PDF).
